     The Solano-Napa Builders Exchange (SNBE) offers its members services and programs that will help them obtain more work; establish business relationships with other construction companies; save money on insurance programs; and have an active voice in governmental and community affairs.

SNBE PLAN ROOM


     The Solano-Napa Builders Exchange operates a Plan Room containing full plans and specifications for all projects out to bid listed in the SNBE weekly construction news. Take off areas, tables and private plan booths are provided in the plan room for day use.

     There is NO CHARGE OR COST to Public Agencies, Private Project Owners, Architects, Engineers, and General Contractors to place their project plans in the SNBE Plan Room. Project plans placed in the SNBE Plan Room help insure owners that their project will receive the maximum exposure possible, resulting in the lowest possible bids from responsible contractors and suppliers.

     Plans and specifications of Northern California building projects are on file in SNBE’s plan room. In order to serve the best interest of all our members utilizing the plan room, the following rules have been adopted to provide to promote fairness to all.

Plan Room Rules


     It is the policy of the SNBE to make plans and specifications available to members for their use during normal working hours in the plan room (8:00 a.m. to 5:00 p.m.). Plans and specifications may also be checked out at night and weekends by members.

     Addenda information is placed with plans on the day of arrival. Before bidding, call or stop by the office to be sure you have seen all addenda’s. This information is also available on our Projects Out to Bid web page.

DAY USE


1. SNBE members who wish to look at plans and specifications must complete the plan checkout form, in its entirety, and duly signed in order to view the plan(s).

2. Plans are presumed to be in perfect condition when given to the member. If not, the member must immediately notify the SNBE staff of the problem. If the plans are marked up, defaced, pages, specifications or addenda missing, or plans not returned, then the cost of the plans will be billed to the member.
3. Failure to complete the checkout sheet will prohibit member from plan usage.

OVERNIGHT CHECK-OUT


1. Plans and specifications that have been properly reserved may leave the office no earlier than 4:30 p.m. if plans are not in usage in the plan room. They must be returned no later than 9:00 a.m. the next business day.

2. Maximum number of plans that may be checked out at any one time shall be limited to three (3) sets. Plans may not be checked out consecutive nights unless no other reservations have been received prior to 5:00 p.m.

3. In the event the member fails to return the plans by 9:00 a.m. the next morning; the member shall be given a written warning. If the member fails to adhere to the policy and does so on three (3) occasions annually, the SNBE will cancel the member’s checkout privileges for thirty (30) days.

4. Since plans, specifications and addenda are loaned to the SNBE, they cannot be defaced, pages removed, or taken apart. In the event any member abuses the plans, specifications, and/or addenda, or fails to return them; then the member will be held responsible and must pay the cost of the plans.

After Hours Plan Pick-Up and Return


1. As a service to its members, SNBE may provide a “locker” for after office hours plan pick-up and drop-off. The boxes are located at the front of the building.

2. Each locker has a combinations lock. Please  call the SNBE office to obtain the combination of that day.

3. A sheet listing plan policy will be attached to the plans, and list the member’s name and plan number. Responsibility of the plans is assumed by the member at the time plans are placed in the locker. If plans are marked up, defaced, pages or specifications, addenda missing, or entire plans, specifications, addenda not returned, cost of the plans will be billed to the member.

     Abuse or destruction of Exchange property may result in expulsion of the individual concerned and the member firm will be held liable for any damages that may result.

CONSTRUCTION NEWS


     The Construction News is printed weekly and provides readers with valuable information. Information includes projects to bid, location and job description, type of job, issuing office, bid date and time and bidders list. Also included in the Construction News are Building Permits, Legal Notices and Bid Results. Sent via email to our members.

     The Construction News also contains legislative information on industry issues and concerns, commentaries, Builders Exchange activities and information on issues that affect contractors and the construction industry.

LEGISLATIVE ADVOCACY


     Strength and unity are important in the construction industry. The SNBE works for the betterment of the entire industry, and provides legislative advocacy for the industry on the local, state and federal level.

     The SNBE has successfully represented its members and the industry on issues such as the consolidation of the Napa City Building and Fire Department, mandatory construction and demolition ordinances, building fee increases, Inclusionary Housing Ordinances, and issues that affect construction. SNBE has worked with the City of Napa to develop NapaMax in order to help the City achieve the mandated recycling goals.

     The SNBE is a participant in the California State Builders Exchanges (GSBE) and is represented in Sacramento by the prestigious firm of Kevin Pedrotti.

     Whether it is a local, county, state or national issue, SNBE is there to represent its members and the industry.

MEETINGS AND SEMINARS


     Meetings, both educational and social are sponsored by SNBE during the year. SNBE provides the catalyst for members to communicate thoughts and ideas with fellow industry persons. Social events permit SNBE members to get acquainted with each other in a relaxed atmosphere.

     Forums are held as critical issues may determine. As with all SNBE events, all activities are announced in the Construction News and on SNBE’s web site.

     Seminars such as CPR/First Aid are scheduled regularly to ensure contractors are able to meet CAL/OSHA’s requirement of having a certified CPR/First Aid person on each job site.

     The Mechanic’s Lien Law Seminars have been very popular and fill up quickly. Watch the Construction News for the next offering.

ADVERTISING


     Advertising space may be available in SNBE’s Construction News. Your advertisement will reach firms and individuals related to construction, architects, developers, building officials and Northern California Builders Exchanges. Ads must be camera ready and must be paid in advance. Call the SNBE for rates.

OTHER SERVICES


     SNBE offers blue print copying service. We have the ability to reproduce plan pages for your use. Copies are for bidding purposes only.

     A photocopier is available for copying specifications or bidding documents. Cost of this service is nominal.

     Forms and books are available for purchase. SNBE carries a complete array of forms from California Preliminary 20-day Notices to Home Improvement Contracts and Notice of Completions. Uniform Building Code books can be ordered through SNBE. SNBE also carries the California Contractors License Law and Reference books, Mechanics Lien Law books. The bulletin board, in the plan room, has copies of Northern California Builders Exchanges construction newsmagazines.

     Reference Materials related to construction are available at the SNBE for the convenience of our members.
